Carvil was engaged by Delancey to assist it with its redevelopment of the 185 Park Street, the former home of National Grid. Carvil assisted Delancey providing public affairs and stakeholder engagement services including assistance in identifying United St Saviour’s Charity & Shakespeare’s Globe as key affordable housing and cultural use partners. Carvil arranged over 30 meetings with key local stakeholders including one-to-meetings as well as attending a series of public meetings and arranging a two-day public exhibition. A planning application was submitted in November 2015 and received unanimous planning committee approval in July 2015.
The construction of the development, which is being marketed as Triptych Bankside is now complete.
Carvil was engaged by Firmdale Hotels to assist it in its plans to acquire the former municipal car pound at Mandela Way to build a new state-of-the-art commercial laundry that will create a minimum of 150 new jobs. Carvil assisted Firmdale in its discussions with Southwark Council highlighting the regenerative benefits of the scheme and in agreeing the terms for the sale. Carvil continued to be retained to handle the public affairs and stakeholder engagement programme associated with the planning application that was approved in March 2015.
Following the publication of the draft Old Kent Road Area Action Plan, Carvil was appointed by Firmdale to assist it with revised proposals to redevelop its site creating a mixed-use scheme including retail, office/light industrial uses comprising the laundry and 231 residential units. As well as arranging a series of one-to-one meetings with key stakeholders Carvil arranged a two-day public exhibition in July 2017.
The site was subsequently sold to British Land who obtained consent to deliver a 13,000 sqm multi-level logistics scheme.
Carvil was engaged by Delancey to assist it with its acquisition of the Elephant & Castle Shopping Centre. Subsequent to the acquisition Carvil was appointed by Delancey to provide it with strategic public affairs services and to lead the consultation on the planning application to deliver a new town centre for Elephant & Castle. In that role Carvil assisted Delancey with the incorporation of the London College of Communication site within the scheme that proposes to provide a new town centre with enhanced public spaces, a new shopping destination, improved transport links including a new tube station entrance and ticket hall for the Northern Line, new homes to rent and a new campus for London College of Communication. In taking forward this development Carvil undertook a listening exercise in July 2014 followed by a two four-day public exhibition in 2015 and 2016 attended by over 800 people on each occasion, as well as arranging a series of public workshops with key stakeholders and attending a series of consultation meetings with key local stakeholders. Following revisions to the scheme and a further round of consultation the planning application was considered in January 2018 when a decision to determine the application was deferred for further discussions with key stakeholders. The planning application was finally
approved by Southwark¹s Planning Committee in July 2018 and granted formal planning approval in January 2019 following approval from the Mayor of London and the decision of Southwark Council¹s Planning Sub-Committee B to grant planning approval for a temporary home for traders forced to relocate from the shopping centre site.
Construction of the Shopping Centre is on-going.
Carvil was appointed by Joseph Homes to assist it with its redevelopment plans for at 25-33 Parkhouse Street including full re-provision of the existing commercial floorspace 130 new homes, including 35% on-site affordable housing and a green corridor to connect Parkhouse Street to Burgess Park to improve pedestrian access for local residents. In its role as public affairs advisor Carvil arranged a series of meetings with local stakeholders within Southwark Council and the local community to develop the proposals and receive feedback. Carvil also arranged a two-day public exhibition to present the scheme. A planning application was submitted in March 2020. Following extensive feedback received during post-submission consultation a Local Development Study was undertaken by the Council to masterplan development in the area and as a result Joseph Homes made a series of revisions to the scheme that involved a further round of community engagement with key stakeholders. Those revisions were submitted in February 2021 leading to Southwark’s Planning Committee granting unanimous consent in October 2021.
Development of the housing will now be 100% affordable following Southern Housing Group taking over the residential aspects of the scheme.
Carvil was appointed by Romulus Construction to provide public affairs and stakeholder consultation services to assist it with its plans to redevelop 5-17 Hammersmith Grove, Britannia House, 1-11 Glenthorne Road, 3 and 3a Hammersmith Grove and 12-18 Beadon Road to create a new office building with retail, café, restaurant and gallery uses at the ground floor. Carvil arranged a series of meetings with key stakeholders both at Hammersmith & Fulham Council and the local community to explain the plans as well as a two-day public exhibition to receive feedback from the local community which led to planning approval being obtained in November 2017. Options to include hotel use within the scheme are now being considered.
Carvil was appointed by M&G Real Estate to assist with its plans for a mixed-use redevelopment of Guilford’s town centre, revitalising North Street and its surroundings to complement the existing shops there. In its role, Carvil arranged a series of meetings with meetings with key stakeholder at Guilford Borough Council and the local community as well as arranging a series of stakeholder workshops to introduce its ideas and receive feedback. Redevelopment plans for North Street remain on-going.
Carvil was appointed by Builder Depot to help it with plans to redevelop its West Hampstead show to bring forward a mixed-use development containing light industrial floorspace, offices and housing. In its role as public affairs advisor arranged a series of consultation meetings with key stakeholders as well as a two-day public exhibition and a development website. A planning application was submitted in March 2023 which is expected to be determined later this year.
Carvil was engaged by Neobrand to assist it with its plans to redevelop 87 Newington Causeway to provide a mixed-use scheme comprising residential units, including on-site affordable housing and a new hotel. Carvil led the public affairs and stakeholder engagement programme that involved arranging a two two-day public exhibition in May 2014 as well as arranging meetings with key stakeholders. Following revisions to the scheme a further round of consultation, including consultation meetings and a further two-day public exhibition of the development plan was completed in January 2016. The application was determined in March 2017 and received unanimous planning committee approval.
Construction of scheme is now complete with the hotel now occupied by Travelodge.
Carvil was appointed by Joseph Homes, the UK’s first B-Corp social benefit developer, to assist with its plans to bring forward a mixed-use scheme to delivering 668 student beds in a 34-story tower plus 23 affordable family homes in an adjoining seven building, together with the creation of 1,991 sqm of employment space, a new public square and a payment of £20.2 million to fund affordable housing in a scheme designed by TP Bennett.
In its role as public affairs advisor Carvil arranged a series of meetings with local stakeholders both within Southwark Council and the local community to develop the proposals as well as creating a development website. A planning application was submitted in March 2023 and following further engagement with key stakeholders a series of amendments, including the provision of the off-site affordable housing payment were made leading to planning approval being obtained in November 2023.
Carvil was engaged to assist with redevelopment of Vinopolis and Thames House to create a mixed-use scheme within the arches and on the Thames House site including retail (including fashion/boutiques), offices, cultural uses and restaurants. Carvil provided public affairs and stakeholder engagement services and arranged over 15 meetings with key local stakeholders as well as attending a series of public meetings and arranging a two-day public exhibition. A planning application was submitted in August 2015 and following a series of revisions to the scheme increasing the level of public realm and providing a detailing servicing plan the scheme received unanimous approval from Southwark’s Planning Committee in July 2016.
Carvil continues to assist MARK as it builds out the Borough Yards development. Most recently it helped secured both licensing approvals in July 2021 for the 14 bars and restaurants opening at the development towards the end of 2021 and the amendments to the planning application to increase the number of F&B units within the development to 45% of the retail floor space.
Carvil was appointed by Novaplace Properties to assist with its plans to develop the land at 163-165 Edgware Road to bring forward a mixed-use development containing a hotel, with a public house and co-working space at ground floor.
In its role as public affairs advisor, Carvil arranged a series of on-to one meetings with key stakeholders both at Brent and Barnet Council as well as a two-day public exhibition that was attended by the community in Kingsbury. A planning application was submitted in October 2023 that received unanimous planning approval from Brent Council’s Planning Committee in March 2024.
Carvil was appointed to assist with the redevelopment of this former light industrial site to create a new office development with the potential to create over 440 new jobs. Carvil worked with the developers arranging a series of consultation meetings with key stakeholders as well as arranging a one-day public exhibition of the redevelopment plans. A planning application was submitted in February 2016 and successfully determined in May 2016.
Carvil was appointed to assist with plans to redevelop 49-59 Millharbour to create a mixed-use development containing new affordable homes, and student accommodation together with community spaces, new play space and improved public realm. In its role as public affairs consultant Carvil arrange da two-day public exhibition as well as a development website and meetings with key stakeholders. A planning application is expected to be submitted in Spring 2025.
Carvil was engaged by Kennedy Wilson to assist it with its redevelopment of the Friars Bridge Court to secure approval for a 20-storey office building with ground floor retail uses. Carvil assisted Kennedy Wilson providing public affairs and stakeholder engagement services including arranging 18 meetings with key local stakeholders including as well as attending a series of public meetings and arranging a two-day public exhibition. A planning application was submitted in March 2016 and received planning committee approval in July 2016.
Carvil was engaged by Deco Design & Build to assist it with its redevelopment plans for 67-71 Tanner Street and to secure a planning approval for a commercial scheme with ground floor retail use in an eight-storey building with the potential to create over 250 new jobs. As well as arranging a series one-to-one meetings with key stakeholders Carvil arranged a one-day public exhibition. A planning application was submitted in December 2016 and approved unanimously at Planning Committee in July 2017. We continue to assist Deco Design & Build in its development of the site and recently arranged a series of one-to-one meetings with key stakeholders and a one-day public exhibition to explore the potential of developing a hotel based on the previously approved office building. A planning application for a hotel was submitted in Spring 2019. Following a series of revisions to the proposals a resolution to grant planning approval was secured from Southwark’s Planning Sub-Committee B in September 2020. Construction of the hotel is now complete and its is operating as a Travelodge.
Carvil was appointed by Argon Capital to assist it in its plans to redevelop its sites on Verney Road to create a mixed-use scheme in three buildings providing up to 340 residential units, flexible commercial space, retail and community space and extensive public realm linking into a proposed linear park running along the course of the old Surrey Canal. As well as arranging a series of one-to-one meetings with key stakeholders Carvil arranged a two-day public exhibition in July 2017. A planning application is to be submitted in November of 2017 and following a series of revisions planning approval was obtained from Southwark Council’s planning committee in June 2019.
The site was subsequently sold to British Land who are bringing forward plans to deliver a logistics hub on the site.
Carvil was appointed by Endurance Land to assist it with its plans to develop a hotel in the car park of 160 Blackfriars Road together with new retail units, co-working space and a new public yard to add to the on-going regeneration of Blackfriars Road. As well as arranging a series one-to-one meetings with key stakeholders Carvil arranged a one-day public exhibition. A planning application was submitted in Spring 2018 and following a judicial review that confirmed hotel use on the site a fresh planning application was submitted that obtained planning approval in July 2020.
Carvil was engaged by Legal & General to assist it with its redevelopment plans for 47-49 Tanner Street and to secure a planning approval to remodel the existing warehouse building on site and extend the building to the side utilising the open-yard space and upwards, with the addition of four storeys creating a new commercial scheme of approximately 5,962 sqm. As well as arranging a series one-to-one meetings with key stakeholders Carvil arranged a one-day public exhibition. A planning application was submitted in Spring 2018 and approved by Planning Committee in October 2018.
Carvil was appointed by the Strathclyde Regional Fund to assist it with its plans to bring forward a comprehensive redevelopment of the Southernwood Retail Park on the Old Kent Road including 724 residential units including 219 affordable homes and a 48-storey tower, over 2,500sqm of new shops, cafes and restaurants, a three-screen cinema and a 195-room hotel as well as new public spaces and routes across the site. In its role as public affairs and engagement advisor Carvil arranged two two-day public exhibitions, organised a public website and arranged a series of meetings with key local stakeholders including the ward councillors. The Old Kent Road Mosque and Astely Cooper TRA.
A planning application was submitted in October 2018 and was unanimously approved by Southwark’s planning committee in May 2019.
Carvil was appointed by Nuveen Real Estate on behalf of the Southwark Council Pension Fund to assist it with its plans to refurbish Swan Court and White’s Grounds to improve the quality and flexibility of the office accommodation there including new shops and restaurants and a 35% uplift in the office floorspace. In its role as public affairs and engagement advisor Carvil arranged a two-day public exhibition and a series of public meetings with key stakeholders including the ward councillors and the Bermondsey Street Residents Association.
Carvil was appointed by Elephant & Castle Projects to provide public affairs and stakeholder consultation services to assist it with its plans to redevelop the shopping parade at 98-104 Rodney Road in a new building containing a hotel on the upper levels and community uses and local shop at the ground and lower levels. In its role as public affairs.
As well as arranging meetings with key local stakeholders both at Southwark Council and the local community, Carvil arranged a series of meetings with local social enterprises to identify possible community uses that could be supported by the development. Cavil also arranged a series of drop-in sessions in December 2019 and February 2020 to obtain feedback on initial ideas and scheme evolution. A public exhibition of these plans was held in July 2020 and a planning application was submitted in September 2020. Following further engagement with key stakeholders a series of revisions to the scheme were made including amendments to the massing of the building and the inclusion of Arts Network, a mental health charity as the user of the 1st community space. Unanimous planning approval was obtained from Southwark’s Planning Committee for these plans in February 2023.
As a result of partnering with CoDE Concepts a revised planning application was submitted in August 2024 substituting the 126 double bedrooms previously approved with 36 double bedrooms and 496 single pods to create London’ first pod hotel whilst keeping the Arts network community space and shop. To support this application, Carvil arranged a public exhibition as well as meetings with key stakeholders and the revisions received planning committee approval in February 2025.
Carvil was appointed by Acorn Property Group and Galliard Homes to assist with their plans to bring forward a mixed-sue scheme to deliver a new commercial-led development of new offices, shops and restaurants as well as public realm improvements including a connection the “Low-Line” initiative. In its role as public affairs advisor Carvil arranged a series of meetings with local stakeholders both within Southwark Council and the local community to develop the proposals and a two-day public exhibition to present the scheme. Following further engagement with key stakeholders a series of amendments to the proposed scheme were made to reduce the massing of the building were made that were consulted upon through a development website and a series of community webinars held on Zoom in January/February 2021and a planning application was submitted in March 2021.Following engagement with key stakeholders and the Council a series of further amendments were made to the scheme in January 2022 and planning approval was obtained in June 2023.
Carvil was engaged by Fairview New Homes to provide a political audit of its prospects of securing a successful planning to redevelop the old Surrey Docks Stadium site creating 101 new homes on the old depot buildings, a three and a half acre community park and a linked scheme to upgrade St Paul’s Fields to create a new community sports hub an a new home for Fisher FC.
Carvil produced a report highlighting the key political risk associated with a scheme there that assisted Fairview in its decision to acquire the Surrey Docks stadium site. Carvil was subsequently engaged by Fairview to lead the public affairs and stakeholder consultation programme associated with the planning application arranging meetings with the key politicians and stakeholders as well as organising a public exhibition and securing unanimous support from Southwark’s Planning Committee when the matter was determined in July 2014.
Construction of both the St Paul’s Stadium and the housing are complete with Fisher FC going to strength to strength in its new stadium. Southwark Council acquired the affordable housing within the scheme.
Carvil was engaged to provide a stakeholder engagement programme to redevelop a site on Long Lane, SE1 providing 99 residential units (including 39% on-site affordable housing), ground floor commercial space that could provide 60 new jobs and communal gardens. Carvil successfully highlighted the benefits to the area of bringing this site back into economic use recreating the historic street patterns of Borough High Street and achieving a planning approval in February 2014. Construction of the development is complete and is known as the Taper Building.
Carvil was engaged to assist Bilford with its plans to change the planning application for the Quill at Capital House from a student housing scheme to a residential development providing 119 new homes as well as retail space and new public realm including a link from Weston Street to Thomas Street. Carvil assisted Bilford in its discussions with Southwark Council in terms of both the new affordable housing offer and land use changes as well as leading the public affairs and stakeholder engagement programme. The planning application was submitted in December 2014 and received unanimous planning committee approval in September 2015 with a 28% off-site affordable housing contribution.
The site was subsequently acquired by Greystar who obtained a further planning approval for 39-storey tower comprising 905 student beds and 15,000sqft of amenity space. Construction of the site began in 2022 which is being marketed under the Chapter brand.
Carvil was appointed by Taylor Wimpey Central London (TWCL) to assist it with its plans to redevelop this site to create a mixed-use scheme including flexible commercial space and a mix of residential accommodation. As part of the development team has assisted TWCL in its negotiations with Southwark Council to achieve an appropriate scale and mix of uses for the development. As public affairs and stakeholder engagement advisor Carvil has arranged a series of meetings with key stakeholders and a two-day public exhibition in July 2015 plus a further residents briefing in September 2015. Carvil also engaged with Southwark Council to explore the acquisition of the affordable housing units by the Council to provide new Council housing. Southwark’s Planning Committee unanimously approved the scheme following further revisions to the scheme in March 2016. The site was subsequently acquired by Middlecap in 1018 who built out the consent which is marketed as Southworks.
Carvil was appointed to assist with the development of this former petrol station site to create a new residential development containing 33 new homes including 35% on-site affordable housing. Carvil worked with the developers arranging a series of consultation meetings with key stakeholders as well as arranging a one-day public exhibition of the redevelopment plans. A planning application was submitted in April 2016 and received unanimous approval from Southwark’s Planning Committee in July 2016. The development was completed in 2020 and is occupied.
Carvil was engaged by MHA London to assist it with its redevelopment plans for 634-636 Old Kent Road to secure approval for a residential-led development over six-storeys containing 42 new homes and ground floor commercial uses. As well as arranging a series of on-to-one meetings with key stakeholders Carvil arranged a one day public exhibition. A planning application was submitted in April 2017 and approved under delegated powers in November 2017. The site was acquired by Hexagon Housing Association and is currently under construction.
Carvil was appointed by Argon Capital to assist it with its plans to develop a residential-led development on the RS Joyner & Sons commercial vehicle site containing up to 330 residential units, including on-site affordable housing. As well as arranging a series one-to-one meetings with key stakeholders Carvil arranged a two-day public exhibition. A planning application was submitted in July 2018. Following a series of revisions to the proposals the scheme was unanimously approved at Southwark Council first ever virtual planning committee in May 2020. The site was subsequently sold to FifthState who obtained a fresh planning approval for 118 affordable homes and 610 shared living studios as well as new retail, leisure, commercial and community spaces.
Carvil was appointed by Southern Grove to assist it with its plans to redevelop the old Plumbase site at 52-54 new Cross Road into a 100% affordable housing scheme containing 35 new homes in an eleven storey building. In its role as public affairs advisor for the scheme Carvil arranged a virtual programme of engagement given the COVID-19 pandemic for both these schemes. A planning application was submitted in June 2021 and planning approval was granted in January 2022. Construction of the site is ongoing that has been acquired by Lewisham Homes.
Carvil was appointed by Southern Grove to assist it with its plans to redevelop the industrial buildings at 7-15 Blount Street to create 43 new homes and ground floor commerical space in a 8-storey building. In its role as public affairs advisor for the scheme Carvil arranged a virtual programme of engagement given the COVID-19 pandemic. This included a development website, community webinars and Zoom meetings with key stakeholders. A planning application was submitted in October 2021 but following discussions with Tower Hamlets planners a revised application was submitted in November 2022 for a 7-storey building with 108 student rooms plus retention of the existing ground floors commercial space. This application was refused by Tower Hamlets’ planning committee and is now the subject of an appeal. This application was refused by Tower Hamlets’ planning committee but was subsequently approved at appeal in July 2024.
Carvil was appointed by Ivory Group with its plans to redevelop Technology House creating 225 flats in a 100% affordable housing scheme with retail at ground floor. In its role as public affairs advisor Carvil arranged a series of consultation meetings with key stakeholders at Woking Council as well as a two-day public exhibition. A planning application was submitted in July 2022 that was refused by Woking Council in March 2023 but was subsequently approved when the Planning Inspectorate failed to uphold Woking Council’s refusal of the scheme in March 2024.
As a result of partnering with Node Living a revised planning application is planned to be submitted to change the internal floor layouts for Co-living, introduce communal spaces and create retail space at ground floor. To support this application, Carvil arranged a public exhibition as well as meetings with key stakeholders. A planning application is expected to be submitted in Spring 2025.
Carvil was appointed by Ivory Group with its plans to redevelop the land at 5-13 Board School Road, Woking to creating 60 flats in a 100% affordable housing scheme. In its role as public affairs advisor Carvil arranged a series of consultation meetings with key stakeholders at Woking Council as well as a one-day public exhibition. A development website was also established for the scheme. A planning application was submitted in January 2023 which is expected to be determined in Spring 2024.
Carvil was appointed by EQT Exeter to assist with its plans to redevelop the land at 257-283 Ilderton Road containing industrial floorspace and housing. In its role as public affairs advisor arranged a series of consultation meetings with key stakeholders as well as a two-day public exhibition and a development website. Given to the market, it was determined that housing was no longer viable and as a result a further phase of consultation was undertaken for a mixed-use scheme containing student housing, self-storage and light industrial workspace/incubator units with face-to-face meetings with key stakeholders and through the development website. A planning application was submitted in May 2023 that was refused by Southwark’s planning committee in December 2024 and the client is deciding upon its options.
Carvil was appointed by Tribe Student House to assist it with its plans to redevelop Coburg House in a mixed-use scheme containing c. 25,000 sqft of commercial space and c.250 student rooms. In its role as public affairs adviser, Carvil arranged a two-day public exhibition and two webinars as well as a development website and meetings with key stakeholders. A planning application was submitted in December 2024 which is currently under consideration.
Carvil was appointed by Tribe Student Housing to assist it with its revised plans to redevelop the land at 313-349 Ilderton Road to deliver 250 student rooms, 58 affordable homes and 1,526 of commercial workspace. The scheme built on an existing mixed-use consent on the site. In its role as public affairs advisor for the scheme Carvil arranged a virtual programme of engagement given the COVID-19 pandemic. This included a development website, flyers and Zoom meetings with key stakeholders. A planning application was submitted in May 2020 and unanimous consent was achieved from Southwark Planning Committee in January 2021. Construction is underway which is expected to be complete in Spring 2024.
As part of the delivery of the 185 Park Street planning application Carvil was engaged to assist United St Saviour’s Charity (USSC) with its plans to build an almshouse for the 21st century at 94-116 Southwark Park Road that will provide genuinely affordable rented housing to Southwark residents. In this role Carvil is assisting USSC and Delancey in its negotiations with Southwark Council to acquire the site and deliver a truly innovative affordable housing solution. Carvil has also provided public affairs and stakeholder engagement services to USSC that to date has involved arranging a two-day public exhibition in June 2015 as well as arranging meetings with key stakeholders. A planning application was submitted in August 2015 and received unanimous planning approval in January 2016 delivering 57 one and two bedroom flats surrounding a central courtyard, with a range of special spaces including a community lounge and café, cookery space, a spa and beauty room a well as fulfilling a large part of Delancey’s affordable housing obligations at 185 Park Street. Construction of the project was completed in 2021 and opened in 2022 under the name Appleby Blue.
Carvil was appointed by Dolphin Living to assist its plans to bring forward a mixed-sure redevelopment of this warehouse site to provide 100 new homes in a Build to Rent application comprising 35% affordable housing and full reprovision of the 1,300sqm commercial floorspace. In its role as public affairs and engagement advisor Carvil arranged two two-day public exhibitions and a series of meetings with key stakeholders including the relevant Cabinet members, ward councillors as well community groups such as the Wells Way Triangle TRA, the Friends of Burgess Park, Peachtree and Joseph Homes, the owners of the adjoining sites leading to a planning application being submitted in October 2019. Carvil was engaged by Peabody to provide post-submission public affairs to support its planning application to redevelop the former St Olave’s Nursing Home and Ambulance Centre on Ann Moss Way, SE16 to deliver 62 New Homes including 50% affordable housing. In its role Carvil arranged a public meeting with neighbours affected by the development as well a series of meetings with key local stakeholders both within Southwark Council and the local community. Planning approval was achieved at a meeting of Southwark’s Planning Committee in February 2020. Construction is ongoing and is expected to be complete in 2025.
Carvil was engaged by Oak Narwana to assist it with its plans to redevelop the Falmouth Road Group Practice to bring forward a new GP surgery on the ground and 1st floors together with up to 39 flats above, including 41% on-site affordable housing and public realm improvements to improve access to Dickens Square Park. In its role as public affairs advisor Carvil arranged a series of meetings with local stakeholders both within Southwark Council, NHS Southwark CCG and the local community both to develop the proposals and to find alternative premises for the existing health centre during construction. Carvil also arranged a two-day public exhibition to present the scheme, options to temporarily relocate the health centre and improvements to Dickens Square park. A planning application was submitted in May 2020 and approved by Southwark’s Planning Sub-Committee B in in June 2021.
Carvil was appointed by Excelcare to assist it with its plans to build an 80-room care home. Carvil provided public affairs and stakeholder engagement services arranging meetings with key local stakeholders as well as a one-day public exhibitions in July 2018. Development of the scheme remains on-going.
Carvil was initially appointed by U+I to provide public affairs support to assist it with its plans to redevelop Southwark underground station to bring forward a mixed-use redevelopment over Southwark Underground Station containing new offices, shops and restaurants. Carvil was engaged by Transport for London (TfL) when it took over the project to provide local authority engagement advice with both Lambeth and Southwark Councils on both a new station entrance on Hatfields and a land swap to deliver new council homes and improved community space around Southwark Underground station. Carvil arranged a series of meetings with local stakeholders both within Lambeth and Southwark Councils Lambeth and the local community both to develop the proposals and effect both the land swap and the creation of new council homes. A planning application was submitted in April 2020 with continued engagement with key stakeholders occurring during 2020 and planning approval being obtained in March 2021. Subsequent to obtaining planning approval a new planning application for student housing was submitted which was approved in March 2025.
Carvil was appointed by Leathams to bring forward to create a mixed-use development at its distribution centre on Ilderton Road including commercial space that could be taken by industrial or warehousing occupiers and up to 255 residential apartments with associated open space. In its role as public affairs advisor Carvil arranged a series of meetings with local stakeholders both within Lewisham and Southwark Councils and the local community both to develop the proposals as well as arrange two two-day public exhibitions in December 2018 and April 2019 to present the plans and receive feedback. A planning application was submitted in May 2019 that received unanimous approval at Southwark’s Planning Committee in June 2020. The site was subsequently acquired by Barratt Homes who are marketing its development as Bermondsey Heights and are expected to complete construction in 2024.
Carvil is assisting the business operating at Chatham Docks in fighting Peel Land & Property’s plans to close Chatham Docks and save the 800 jobs currently based there.
Medway Council is currently working to produce a new development plan that will set a framework for the area’s growth up to 2037. In preparing the Medway Local Plan 2018-2037 (MLP 2037), Medway Council prepared a Strategic Land Availability Assessment (SLAA) in 2018 to demonstrate the availability of potential development sites within their administrative boundary. Included with the SLAA 2018 was Chatham Docks that had been put forward by Peel to provide a range of uses including housing, retail and leisure. In particular, site 824, an area of 29-45 hectares that contains ArcelorMittal Kent Wire’s current site as well as site 1143, the current Chatham Waters development, was identified.
To date, Carvil has helped form of the Association of Chatham Docks Commercial Operators (ACDCO), arranged meetings with key local stakeholders including the local MP, key councillors at Medway Council and the local community, hosted the Save Chatham Docks website (www.savechathamdocks.co.uk) and obtained positive local press and TV coverage for the campaign. In building a cross-party coalition to save Chatham Docks, the campaign to Save Chatham Docks has received the support of the Leader of the Opposition, Kier Starmer, MP, been raised at Prime Minister’s Question time, and been led the subject of a Adjournment Debate, raised by local Kelly Tolhurst, MP. In addition, a series of document have been published supporting the case to retain Chatham Docks. As a result of all this work, Medway Council dropped its current Local Plan proposals which included building 3,600 flats on Chatham Docks as it recognised that its plans do not have the support of a majority of councillors. The fight save the Chatham Docks continues.
Going forward the focus of the campaign is now to promote an alternative vision for the Docks and with that in mind the “Future Chatham Docks masterplan” was launched in July 2022. This alternative vision is now being consulted with key stakeholders at Medway Council and in the local community.
With a new Labour Council elected in May 2023 consultation has now started on a new Local Plan. ACDCO continue to press for the Docks to retained as a working port. In addition, Peel Waters submitted plans for a commercial scheme on the land to the south of Basin 3 that ACDCO has been objecting to. Despite receiving over 170 letters of objection, Medway Council resolved to grant planning approval in May 2024. However, the application became the subject of a Call-in request to the Secretary of State and was not approved until November 2024.
The fight to save Chatham Docks continues with the focus around Medway Council’s upcoming Local Plan and lease negotiations at the Docks.
Carvil was appointed by Burhill Developments to assist with its representations to Elmbridge Borough Council in respect of its Local Plan and how it might affect its site at Chippings Farm being designated Green Belt land. In this role, Carvil conducted a political audit of the Chippings Farm site as well as arranging a series of meetings with key stakeholders within Elmbridge Council. Work continues on Elmbridge’s Local Plan that is expected to be adopted Autumn 2023.
Carvil was appointed by Tribe Student Housing to assist it with its plans to redevelop the KFC on the Old Kent Road into a 267-room student housing development with ground floor commercial uses and a pocket park to the rear. In its role as public affairs advisor for the scheme Carvil arranged a virtual programme of engagement given the COVID-19 pandemic for both these schemes. This included a development website, community webinars and Zoom meetings with key stakeholders. A planning application was submitted in September 2020 and unanimous consent was achieved from Southwark Planning Committee in April 2021. Construction is ongoing with completion expected in 2024.
Carvil was appointed by Tribe Student Housing to assist it with its plans to redevelop Avonmouth House in part 2, 7, 14 and 16 storey building with reprovision of employment floorspace at basement, ground and first floors, 233 student rooms above and landscape improvements and enhancements to Avonmouth Streeet. In its role as public affairs advisor for the scheme Carvil arranged a virtual programme of engagement given the COVID-19 pandemic. This included a development website, community webinars and Zoom meetings with key stakeholders. A planning application was submitted in October 2021 after which further amendments were made to the scheme which received a unanimous resolution to grant planning approval from Southwark Council’s planning Committee in November 2022. Construction is now on-going.
Carvil was appointed by abrdn to assist it with its plans to redevelop the land around Linac House replacing the existing office building with three industrial units. In its role as public affairs advisor Carvil produced and distributed a consultation leaflet and arranged a series of meetings with key stakeholders on Crawley Council. A planning application was submitted in September 2022 which received unanimous consent from Crawley Council’s planning committee in April 2024.
Carvil was employed to assist King’s College London to deliver its plans for a mixed-use scheme on the site of the former Mulberry Business Centre, Canada Water, SE16 consisting of 770 student rooms, 4,490 sqm of office accommodation, 33 affordable homes and retail uses and high quality public realm. Following active engagement with Southwark Council the scope of the project was widened to include the possible creation of a new campus for King’s on the adjoining former Harmsworth Quays print works.
Carvil led a public affairs and stakeholder engagement programme highlighting the regenerative benefits of a university campus at Canada Water that led to university uses being included in Southwark’s update of its Canada Water Area Action Plan and a planning approval for its plans for the Mulberry student village being approved in 2013 which are now being marketed as the Scape development.
Carvil was engaged by King’s College to assist with its plans to redevelop 127-143 Borough High Street to provide a mixed-use scheme comprising new shops, a hotel and student gym. Carvil led the public affairs and stakeholder engagement programme that led to a planning application being submitted in May 2013 that was approved in February 2014. The site has been occupied by Premier Inn since 2020.
Carvil was engaged by Sherwood Property Holdings and the London College of Creative Media - LCCM (www.lccm.org.uk/) to help deliver a redevelopment of Octavia House to provide five storeys of music campus including new performance space for LCCM and eight storeys of residential accommodation comprising 55 units including one storey of on-site affordable housing as well as high quality public realm.
Carvil led the public affairs and stakeholder engagement programme and assisted in securing the acquisition of eight garages from Southwark that will be partly built over and then handed back to the Council. The planning application was submitted in October 2013 and approved in July 2014 including 14 affordable flats and a £1.1 million payment towards Southwark’s fund for building new council homes.
Carvil was also engaged by LCCM in 2019 to assist it with its successful licencing application of its performance space, The Venue.
