Carvil was engaged to assist Bilford with its plans to change the planning application for the Quill at Capital House from a student housing scheme to a residential development providing 119 new homes as well as retail space and new public realm including a link from Weston Street to Thomas Street. Carvil assisted Bilford in its discussions with Southwark Council in terms of both the new affordable housing offer and land use changes as well as leading the public affairs and stakeholder engagement programme. The planning application was submitted in December 2014 and received unanimous planning committee approval in September 2015 with a 28% off-site affordable housing contribution.
The site was subsequently acquired by Greystar who obtained a further planning approval for 39-storey tower comprising 905 student beds and 15,000sqft of amenity space. Construction of the site began in 2022 which is being marketed under the Chapter brand.
